Background
This report presents the finding of the field assessment visit to Sarai Alamgir on 13th April 2007. The team consists of Water and Sanitation Specialists, Institutional Development Specialist from Urban Unit and Mr. Nazir Ahmed Wattoo from Anjuman Samji Bahbood Faisalabad.
Team held detail discussion with Town Nazim, TMO, TO Infrastructure and his staff. Team also had a field visit in the city: at the disposal site, walk through survey along the drains (please see Annex 1 for Pictures). The finding of the ASB is attached as Annex 2. List of team members and City Managers as Annex 3).
Introduction to the City
The Tehsil of Sarai Alamgir has a total area of 575 Sq.Km. The population of the Tehsil is 175,288 out of which 84,109 are males and 91,179 are females. The population density per Sq.Km. is 304.8 out of which urban proportion is 21.2 and average household size of 6.3.The annual growth rate is 2.26 as 1998 census.

The field survey revealed that the housing state is mostly good in the city. Income stream of the community consist of overseas remittance , small business in the city and limited agriculture.
The main caste living the city are Qureshi, Malik , Kotran and Arain. Arain migrated in this area after partition and mostly reside in UC 116 in Shahi Mohallah and Raja Bazar. The minorities reside in the Rajar Wala Mohalla.
Key Findings
1. The existing water supply and sanitation system consist of 4 tubes wells which provide water up to 6 hours per day.
2. The sanitation system is based on the open Nullahs and disposal system in the Chenab River. The sewerage connection is 100% but there is no water metering in the area.
3. There is one OHT in the city which is non-functional at this time. However, it has a potential for being operational for improving the water services.
4. The water and sanitation system was designed by the PHED department and TMA is responsible for the maintenances of the scheme.
5. On site sanitation system composed of open nala (small channel) which was functional and has evidence of solid waste in it.
6. The cleaning of the sewerage system in the community lane or street is not done regularly by the TMA; however, the lanes sewerage are functional.
7. The onsite sanitation system from the household is direct to the open sewerage lines and is highly inefficient.
8. The institutional capacity of the TMA is limited to handle the project scope in terms of human resources. They have one Assistant Engineer (Civil) as TO Infrastructure and 2 Sub Engineer. The position of two Sub Engineer are vacant. They have one Level for survey and one Theodolite
9. The consumers only pay for water charges and no sanitation charges are billed to them. There are approximately 55 personal for cleaning of sanitation system.
10. The main drains are incomplete and poorly maintenance. They are filled with solid waste. There is no provision for regular maintenance and performance plan for maintenance of drains.
11. The disposal of waste water is in the river Chenab and without any kind of pre treatment or treatment
12. 30% of the waste water exit from the City through Mai KUS outlet
13. 50% of the waste water is exit from the Northern side of the city and disposed without treatment in the river. It was estimated that at this place the discharge at that time was less then one cusecs.
14. The open drain connecting from the FootBall /Hocjey Groud is not connected to the main drain and needs closed sewer connection.
Findings from the Social and Community Survey
1. Community participation for the integrated sewerage system needs social mobilization. However, there is an existing system available which is some what running. The need is to pilot an improved community sanitation infrastructure in 20 lanes in a Mahalla on the same right of way of open sanitation channel and then extend the infrastructure.
Recommendation for Design of Integrated Scheme
1. Remodeling of existing Open Drains with special provision of solid waste cleaning and maintenance schedule in the design.
2. All un connected drain to be designed as a closed conduit and linked to the existing drains
3. All the open sewers along the main roads and streets to be converted to the closed sewers optimally designed based on actual flow data
4. Waste Water Pre and Primary treatment system at the following locations as per TMA Map or suitable location

5. Revival of OHT
6. Metering of All Water Connections and Charging of Sanitation Fees including Development Charges for the City Sanitation System
7. Hiring of a NGOs with experience in Water and Sanitation to Pilot and mobilize the community for WSS internal component and health and hygiene education for one year
8. The sewerage system to be designed as combine system ( foul and storm)
9. Inclusion of appropriate small interceptor’s tanks with 4-6 hour retention time in community lane is must. Role of NGOs is essential in this regard. TMA could provide cost sharing and recover the cost through sanitation/ sewerage fees

FIELD VISIT TO SARAI ALAMGIR (ASB)

Sarai Alamgir is a small town comprising of two Union Councils. G.T.road passes through the center of this town separating it into two parts. It is a sphere shape city located at 14 feet high natural slope from the surface of Jhelum River. The sewage disposal system of whole city was keenly examined and also captured through the eye of camera. The open drains are constructed in the whole town which is linked through the both sides of town, thus forming the absolute sewerage system. But cleanliness is scarce in these open drains. On the keen examination of large open drains, it is known that no satisfactory measures are adopted since decades for cleaning them. These drains are full of solid waste and thick plantations are also grown in them by the passage of time.
In order to understand the sewage disposal system of town, whole town was visited along with the TMA team and Tehsil Nazim Chaudhry Abdur Rehman, Tehsil municipal officer Mr.Gondal and Sub-Engineers.
The work on laying down Underground Sewerage line was in progress at one of the area of town with the cooperation of Directorate Katchi Abadi.
After analyzing the situation from different perspectives following points are noted down:
1. In order to thoroughly understand the existing situation of open drains, there is a need to document the information shown on the map of town.
2. Existing system can be enhanced and maintained through cleaning of existing drains and by remodeling incase of large drains. Through this step, the town can be prevented from the harms of laying down the traditional sewerage system which has a greater likelihood of destroying the existing infrastructure of city.
3. If it is unavoidable to convert the existing system into under ground sewerage system then by adopting self help approach, people should make use of tea hodi system. Public and Government should undertake the work jointly by consensually dividing the work and make use of appropriate technology for developing a low cost plan.
4. There is a need of running a campaign on health and hygiene to raise the awareness among masses on this issue.
5. The waste water should not be pumped into river without treating it after the improvement of external drains.
